L’objectif de cette consultation publique est de recueillir l’avis des organisations industrielles, ainsi que des organisations professionnelles et des organisations de protection des animaux, et des citoyens en général.
Problèmes à résoudre avec la nouvelle réglementation
Les opérations d’exportation d’animaux vivants via les ports et les aéroports sont complexes et impliquent de nombreux opérateurs. Une mauvaise organisation ou l’absence de responsabilités clairement définies peuvent nuire au bien-être des animaux. L’objectif de cette norme est de clarifier les responsabilités de chacun des opérateurs concernés afin de garantir que le bien-être des animaux ne soit pas affecté à tout moment.
L’absence d’un registre national de tous les opérateurs impliqués dans le transport d’animaux, ainsi que d’un registre des détenteurs de certificats de compétence, entrave la mise en œuvre des contrôles et l’échange d’informations entre les administrations concernées.
Enfin, certains points du texte actuel doivent être clarifiés ou précisés afin que les autorités et les opérateurs disposent de lignes d’action claires, comme la durée pendant laquelle les registres de température doivent être conservés ou la gestion du plan d’urgence établi.
La période de recueil des commentaires commence le 17 février et se termine le 3 mars 2021.

Problems to be solved with the new standard
Live animal export operations through ports and airports are complex and involve many operators. Poor organization or lack of clearly defined responsibilities can adversely affect animal welfare. The purpose of this standard is to clarify the responsibilities of each of the operators involved to ensure that animal welfare is not adversely affected at any time.
The absence of a national register of all operators involved in the transport of animals, as well as a register of who holds certificates of competence, hinders the implementation of controls and the exchange of information between the administrations involved.
Finally, there are some points in the current text that require clarification or specification so that authorities and operators have clear lines of action, such as the period of time during which temperature records must be kept, or the management of the established contingency plan.
The deadline for comments begins on February 17 and runs through March 3, 2021.
